Construction of a New Nemaska Lithium Plant in Bécancour
A study adapted to the specifics of the project
To carry out its study and propose appropriate mitigation measures, our mobility planning team had to consider the unique features of this project which included road, rail, and maritime traffic studies, each of which was conducted at the local and regional levels. Intervia started by characterizing the current situation of the three modes describing traffic flows and conditions. Then, the team generated the projected flows during the construction and operations phases on the different modes of transport to measure the potential impacts of such a project. These projections made it possible to propose mitigation measures and avenues for improvement that address traffic, safety, and location issues.
Challenges and Issues: Our Experts Adapt to All Situations
Such a special project comes with its share of challenges that our team dealt with brilliantly. Many issues were identified during this study. Since the area of establishment was highly industrialized, travel flows were significantly different from those of commercial or residential areas usually analyzed. In addition, the traffic characterization during the construction phase of the plant required specific arrangements to cater to the movement of a large number of employees in the sector. At the same time, the intensification of the noise level due to the passage of trains in the Abenaki community of Wôlinak was an important issue for the municipality and the client, so Intervia proposed innovative measures to mitigate noise and safety issues by integrating screens and descending barriers at level crossings.
