In Québec, the Risk Coverage Plan for Fire Safety and Emergency Services (SCRI) is a fundamental risk-management tool for cities and regional county municipalities (MRCs). It identifies, evaluates, and classifies fire risks across the territory, sets protection objectives, and includes an implementation plan.

Every ten years, cities and MRCs must update their SCRI to maintain optimal risk coverage. This review process must begin no later than eight years after the SCRI’s effective date.
